Reached a deal? File the Transfer Request Form
Every Lease, Permanent Transfer or Transfer of Carryover needs the Watermaster's approval before it takes effect. The Seller (Transferor) or Lessor files one Transfer Request Form, completed and signed by both parties.

Good to know
- Only Agricultural and Commercial allocations can be transferred, and only for use inside the Basin. (Judgment § 4.12.1–4.12.2)
- Both parties must be in Good Standing. Unpaid assessments are paid before the Transfer takes effect. (§ 4.12.3)
- Allow up to 120 days for a decision. Transfers to your own adjacent parcels in the same Management Area, or from a Mutual Exclusive Shareholder to its Mutual Water Company, are decided within 45 days. (§ 4.12.4.2)
- Leases run for whole Water Years only. The Lessor stays responsible for Basin Assessments and Overuse Penalty Assessments unless the lease says otherwise. (§ 1.61, § 4.12.6.1)
- A Transfer of Carryover adds the carryover to the Transferee's Annual Allocation and removes it from the Transferor's. (§ 4.12.6.3)
- The parties choose whether the Transfer takes effect at the start of the Water Year it's approved in, or the next Water Year. (§ 4.12.6.4)
- The Watermaster may charge fees to process requests. (§ 4.12.7)
This board only connects Sellers, Buyers, Lessors and Lessees. It is not a broker, takes no part in negotiations, and does not confirm that a poster holds the allocation or carryover they list. Every Transfer must follow the Las Posas Valley Basin Adjudication Judgment and requires Watermaster approval.
